CENTRAL OREGON BARREL RACING ASSOCIATION RULES

  1. PURPOSE:  The purpose of COBRA is to provide a central meeting place to ride, compete, and further promote the sport of barrel racing and horsemanship.  This applies to all barrel racing be it for rodeo, horseshows, game shows, breed shows, or just general riding and self-satisfaction.  Also, for all competing to have a good time enjoying the company of others who share the same interest.

  1. MEMBERSHIP:  The membership shall be for women/girls and boys only in all classes.  A member 16 years of age and under shall be under the supervision of a parent or adult at all times.  Men will be allowed to enter only as non-members in the open barrel racing.  You shall ride at your own risk.  You must be a member to compete with the exception of the open barrels. To qualify for year end awards, you must attend at least 50% the jackpots.

  1. DUES & ENTRIES:  Annual membership dues will be $50.00/person and $25 for each additional immediate family member.  Non-members competing at COBRA are not eligible for points.  Also, each individual competing will pay an office/insurance fee in the amount of $10 per person.  Starting times, miscellaneous information, current standings, and results will be available on the COBRA website and Facebook page during the COBRA season. All checks written for fees must be payable to COBRA.   If contestant draws out of an event, her entry will be forfeited, except in the case of injury to her or her horse.  Payout checks not picked up in a timely manner will be voided.

  1. OFFICERS:  The officers will be President, Secretary & Treasurer, 1 Directors for each event, and an Awards Director.  Meetings will be called when necessary and members will be duly notified.  Officers/Directors will have the final decision as to the outcome of any dissension or dissatisfaction and will have a majority vote agreement.  Officers/Directors will be current members, and at least 16 years of age.

  1. POINT SYSTEM:  In the event a point system is used, points will be given as follows:

1st -  10 Pts 4th  -  7 Pts 7th-4 Pts 10th-1 Pt

2nd -  9 Pts 5th  -  6 Pts 8th 3 Pts

3rd  -  8 Pts 6th  -  5 Pts 9th 2 Pts

A contestant may enter more than one horse in each event.  Points will be counted on only one horse, which the member has run first in each event.  The placing of non-members will not change the points earned by a member. Juniors and PeeWee’s competing in the open gaming events will be considered non-members for point purposes.  Junior and PeeWee points will be awarded in their corresponding class for Team Roping and Breakaway only.  Members will receive total points for each jackpot for highest placing in only 6 events.

  1. AWARDS:  All members in good standings are eligible for year end awards.   Junior and PeeWee’s awards will be at the discretion of the Awards Director.  In the event year end awards are given, all contestants receiving such awards must be present, or have a representative on hand to accept their awards. There will be an overall barrel buckle awarded to the hi point in the open class, and also one awarded to the hi point all around JR and PW at year end.

You must attend 50% of the jackpots to qualify for awards.

  1. CLASSIFICATION:  All age contestants will be combined, and according to time run classification per horse in the timed events be placed accordingly as follows:

Barrels: 4D Classification- 1/2 second split  (Indoor)

1 second split   (Outdoor)

Poles: 3D Classification- 23.99>

24.000 - 26.499

26.500<

Stake : 3D Classification- 1/2 second split

Goats:   3D Classification- 3 second split

 

 

8.         STOCK EVENT CLASSIFICATION:  

Breakaway 2D 2 Sec Split

Team Roping All one class placed on total time including penalties.

Daubing 2D

Any Peewee or Junior may enter cattle event and be eligible for points in their corresponding division.

            You may enter on more than 1 horse, however points will be awarded on your first run.

9. SPECIAL CLASSES:  There will be a Peewee class for youth 9 years of age and under.  There will be a junior class for youth 10-15 years of age.  Ages as of the first jackpot will remain the same throughout the COBRA series.  Contestants who qualify for these special classes may enter regular classes.  Points earned in the Open division do not count towards points in the Junior of Peewee divisions, or Open division.  Junior and Peewee’s will be allowed to roll times in the barrel racing only, but must pay fees in both classes.  Only contestants in the Peewee division may be lead through.  Those lead through will not place above those that are not.

10. COURSE:  All courses will be measured before each jackpot and set the same at each and every jackpot as follows: Indoor Barrels:      53’-83’-98’ Poles:  21’ apart to the center of pole from start line

Outdoor Barrels: 60’-90’-105’ Stake: 120’ from starting line

11. GAME EVENT RULES:  All standard rules for Barrels, Poles, and Stake will apply.  You may go either direction first.  Any pole or barrel knocked down in the open classes will be considered a no time.  Any pole or barrel knocked down in the junior of peewee classes will be a five second penalty.  Running a pattern after the course is measured and set up may result in disqualification from that event.  Breaking the course or the plain of the pattern will result in a no time.  Time-onlys will be one complete pattern at no less than a trot, not to exceed 1 minute.

12. GOAT TYING RULES:  Disqualification:

      1. Contestant touching the goat after signaling the completion of the tie and time is flagged.

      1. Goat not staying tied for the 5-second time limit.

      1. If the contestant runs over the goat, or rope, with her horse while mounted, there will be a 10 second penalty.  A contestant is still mounted until both feet are on the ground.

13. STEER DAUBING:  Contestant may not have a hazer.  A steer will have a line painted from the backbone and across the hip in a vertical line.  It must be a clear daub behind the line on the left side of the steer. Any mustard on or in front of the line will be considered a no time.  A barrier shall be used if possible.  Any animal turned back by contestant will be considered a no time.  The flagger must verify if the daub is legal.  A barrel will be set at the ¾ mark in the arena.  If the steer runs ¾ of the arena before it is daubed, it will be a no time.  Contestants must raise the daub stick over their head to signal completion of the daub for time to be flagged.  The Director may eliminate any contestant or animal they consider to be unsafe.  The Flagger’s decision is final.  PeeWee’s and Juniors will not be allowed to enter Daubing.

14. BREAKAWAY:  A barrier will be used when possible.  One loop will be allowed, no time limit, open back gate.  The rope must be tied onto the saddle horn and breakaway on its own.  If the contestant breaks it or touches it after the throw and slack is pitched, a no time will be called.  The catch as catch can rule applies after the loop has passed over the calf’s head.  If steers are used, a half head, legal horn catch, or neck catch is legal. Contestants may enter up to 3 times but they must ride a different horse for each run.

15. TEAM ROPING:  Contestants will make a decision to be a header or heeler.  Partners will be drawn prior to start of roping.  You may enter an unlimited amount of times to jackpot your entries. In the event that a contestant goes more than once, points will be awarded to their fastest time only. Two loops will be allowed with back gate open.  A legal head catch consists of a half head, slick horns, or around the neck.  Flagged on the heels.

16. RERUNS:  Once the contestant has called the release of stock, they will not be given a second head due to stock turning back or for any other reason, except that the steer did not cross the score line.  GENERAL RULES:

a.         A contestant not responding after the 3rd call will be a no time and forfeit entries.

    1. The same horse may not be ridden in the same event by more than one person; except by members of the same family.  Stock events are exempt.  

    1. Any person who cannot control their horse will be asked to leave the arena.

    1. Additional runs will not be given because of faulty equipment.

    1. COBRA will not allow excessive abuse of horses in or around the arena.  Such acts will result in disqualification of all events for the day.

    1. Decision of the flagger and event directors will be final.

    1. The end gate will remain closed, except during a rake or between classes.

    1. If a sidepot is run, there must be at least 8 entries or moneys will be refunded.

    1. It is encouraged to maintain an alcohol free arena.

    1. The order of events shall be B,P,S,G,DB,BW,TR.

    1. Time Only’s can only be entered the morning of the jackpot.  Only 45 TO entries for the barrels will be taken the day of, and  barrel TO entries will be closed at 9:00.

    1. The arena will be kept clear and the number of those let in will be at the discretion of the event directors.

    1. Order of classes will be Open,JR,PW, except for the poles which will be PW,JR,Open.

 

 

ON CONCLUSION:  If and when the club is dissolved, there will be a vote of the entire membership as to the disbursement of funds.  This is a non-profit organization.
